How to Unlock It

Collect four quest components across Washington D.C. missions. First, get the High-Power Pistol from Capitol Building on Hard or above. Second, find the weapon parts in American History Museum. Third, retrieve the assembly from Viewpoint Museum. Fourth, grab the blueprint from Space Administration HQ. Take all four parts to Inaya at the White House to craft Liberty.

Breath, Explained

Each headshot kill with Liberty grants a stack of Breath. Each stack repairs your equipped shield by 3%, up to a maximum of 30% total repair. Once you reach 10 stacks, your next shot deals 500% bonus weapon damage, then the stacks reset. This makes Liberty ideal for shield-based builds that value sustained pistol fire.

Build Tips

Liberty pairs perfectly with the Crusader or Bulwark Shield, letting you tank damage while building stacks. Stack armor and shield health to maximize survivability while building to 10 stacks for the big hit. For full setups see tested Division 2 builds.
