SHD is a last-resort emergency organization built around trained civilian Agents. The first game's crisis activates Agents after ordinary response systems begin to fail. [1][2]

Fictional legal foundation

The Division universe extends a real continuity directive with a fictional classified annex. That story device is not evidence of a real SHD organization. [3][4]
