A first-wave Division Agent who went rogue and became the central target of the Warlords of New York manhunt.
The turn
Aaron Keener had been one of the first to answer the call, a first-wave Agent still holding the line when the systems began to fail. Black Friday came, supply lines collapsed, and the Agents in the Dark Zone were abandoned to the cold and the gunfire. Keener survived, but the man who walked out of that silence was no longer loyal to anyone. He manipulated the Last Man Battalion into reaching a Russian virologist, Vitaly Tchernenko, and the equipment Gordon Amherst used to build the Green Poison, and by the end of The Division he had taken a DNA printer. Months later the Rikers, the Cleaners and other rogue Agents answered to him, and Lower Manhattan was his. [1][2]

Keener begins as a first-wave SHD Agent and becomes a rogue actor whose plans connect the original game to The Division 2's return to New York. [1]

By the expansion's opening premise, Keener controls Lower Manhattan with other rogue Agents and aligned factions at his command, and SHD holds him responsible for the biological attack that brought its deployment to Lower Manhattan. [2][3]
